The IMF mission spent three months studying conditions in the country, which is preparing to produce a feasibility report.
With the International Monetary Fund's professional and technical report on the Moroccan sales market, Moroccan central banks are too close to creating a retail central bank digital currency (RCBDC). The International Monetary Fund launched a three-month review last year to help the AIIB prepare the CBDC feasibility analysis in advance. IMF released the report on February 23rd.
IMF gave a basically proactive description of the existing retail payment industry in his country from July to September 2022, calling it excellent integration. The report stresses that the two non-bank financial services providers (PSP) have "widely available and appropriate products" and that smartphone penetration in China is very high.
Even so, rCBDC will be able to provide services to residents without smartphones to increase the diversity of the financial sector. RCBDC can also change China's payment platform by providing PSP with its infrastructure to reduce cross-border transfer costs.
The International Monetary Fund warns that disintermediation of the Moroccan financial system must be avoided, as this could lead to instability during the stress phase. IMF found that the Moroccan Department of Financial Markets has good network information security governance and management practices, but rCBDC as a compelling overall goal will increase network security risks. "it should also be the basic legal knowledge that rCBDC continues to improve," the report said. The conclusion of the report is:
RCBDC may provide some benefits, but it does not necessarily deal with pain points. On the other hand, CBDC in cross-border e-commerce regions can add value, especially if the government is in harmony with other countries in the region.
Low knowledge of financial management and continuous traditional culture of capital are the pain points that rCBDC is difficult to solve.
The Central Bank of Morocco announced in February 2022 that it was studying CBDC. Cryptocurrency transactions are illegal in Morocco. The central bank's proposal to introduce login passwords to buy and sell transactions encountered friction in the House.
